NICE, France — When a Tunisian man drove a truck down a crowded street in Nice last week in an attack claimed by the Islamic State, more than one-third of the people he killed were Muslim, the head of a regional Islamic association said on Tuesday.

Kawthar Ben Salem, a spokeswoman for the Union of Muslims of the Alpes-Maritimes, said that Muslim funerals were being held for at least 30 of those who died during the Bastille Day attack, including men, women and children.

The Paris prosecutor’s office, which handles terrorism investigations, said on Tuesday that all 84 people killed in the attack had been formally identified, meaning that the number of Muslim fatalities may be even higher. The number of people who were wounded was also raised, to 308 people.

VOTE WATCH EUROPE.- When Member States are in the minority, or want to push harder for their voice to be heard, they try to assemble a blocking minority, which has to be made up of at least 4 Member States representing 35% of EU’s population. This means that, usually, at least one of the largest Member States should be taken aboard in order to block a proposal.

With the UK out of the Council, and an increase in the share of weighted votes for the remaining countries, forming a blocking minority will be easier than now. However, the countries with more allies in the Council will benefit the most from it.

On the contrary, Germany has a relatively low matching rate with the other large Member States, which means that, at the EU policy-making level, Berlin finds more difficult to establish a blocking minority. Instead, France, Italy and Romania have high matching rates with each other. Therefore, without the United Kingdom, it might be easier for a coalition led by Italy and France to block whichever piece of legislation they do not like.

The infograph below illustrates how France and Italy will find it easier to build a blocking minority with just 3 other average and small countries after Brexit:

VIENNA (AP) -- Key restrictions on Iran's nuclear program imposed under an internationally negotiated deal will start to ease years before the 15-year accord expires, advancing Tehran's ability to build a bomb even before the end the pact, according to a document obtained Monday by The Associated Press.

The document is the only text linked to last year's deal between Iran and six foreign powers that hasn't been made public, although U.S. officials say members of Congress have been able to see it. It was given to the AP by a diplomat whose work has focused on Iran's nuclear program for more than a decade, and its authenticity was confirmed by another diplomat who possesses the same document.

The diplomat who shared the document with the AP described it as an add-on agreement to the nuclear deal. But while formally separate from that accord, he said that it was in effect an integral part of the deal and had been approved by the U.S., Russia, China, Britain, France and Germany, the six powers that negotiated the deal with Tehran.

Details published earlier outline most restraints on Iran's nuclear program meant to reduce the threat that Tehran will turn nuclear activities it says are peaceful to making weapons.

But while some of the constraints extend for 15 years, documents in the public domain are short on details of what happens with Iran's most proliferation-prone nuclear activity - its uranium enrichment - beyond the first 10 years of the agreement.

The document obtained by the AP fills in the gap. It says that as of January 2027 - 11 years after the deal was implemented - Iran can start replacing its mainstay centrifuges with thousands of advanced machines.

Centrifuges churn out uranium to levels that can range from use as reactor fuel and for medical and research purposes to much higher levels for the core of a nuclear warhead. From year 11 to 13, says the document, Iran can install centrifuges up to five times as efficient as the 5,060 machines it is now restricted to using.

Those new models will number less than those being used now, ranging between 2,500 and 3,500, depending on their efficiency, according to the document. But because they are more effective, they will allow Iran to enrich at more than twice the rate it is doing now.

The U.S. says the Iran nuclear agreement is tailored to ensure that Iran would need at least 12 months to "break out" and make enough weapons grade uranium for at least one weapon.

But based on a comparison of outputs between the old and newer machines, if the enrichment rate doubles, that breakout time would be reduced to six months, or even less if the efficiency is more than double, a possibility the document allows for.

The document also allows Iran to greatly expand its work with centrifuges that are even more advanced, including large-scale testing in preparation for the deal's expiry 15 years after its implementation on Jan. 18.

SCIENCE DAILY.- Children as young as 9 months-old prefer to play with toys specific to their own gender, according to a new study from academics at City University London and UCL.

The paper, which is published in the journal of Infant and Child Development, shows that in a familiar nursery environment significant sex differences were evident at an earlier age than gendered identity is usually demonstrated.

The research therefore suggests the possibility that boys and girls follow different developmental trajectories with respect to selection of gender-typed toys and that there is both a biological and a developmental-environmental components to the sex differences seen in object preferences.

To investigate the gender preferences seen with toys, the researchers observed the toy preferences of boys and girls engaged in independent play in UK nurseries, without the presence of a parent. The toys used in the study were a doll, a pink teddy bear and a cooking pot for girls, while for boys a car, a blue teddy, a digger and a ball were used.

The 101 boys and girls fell into three age groups: 9 to 17 months, when infants can first demonstrate toy preferences in independent play (N=40); 18 to 23 months, when critical advances in gender knowledge occur (N=29); and 24 to 32 months, when knowledge becomes further established (N=32).

Stereotypical toy preferences were found for boys and girls in each of the age groups, demonstrating that sex differences in toy preference appear early in development. Both boys and girls showed a trend for an increasing preference with age for toys stereotyped for boys.

HEATSTREET.- According to this testimony, Wahhabist killers reportedly gouged out eyes, castrated victims, and shoved their testicles in their mouths. They may also have disemboweled some poor souls. Women were reportedly stabbed in the genitals – and the torture was, victims told police, filmed for Daesh or Islamic State propaganda. For that reason, medics did not release the bodies of torture victims to the families, investigators said.

But prosecutors at the hearing claimed these reports of torture were “a rumor” on the grounds that sharp knives were not found at the scene. They also claimed that maybe shrapnel had caused the injuries.

Q. For the information of the Commission of Inquiry….can you tell us how you learned that there had been acts of barbarism within the Bataclan: beheadings, evisceration, eyes gouged out …?

Investigator: After the assault, we were with colleagues at the passage Saint-Pierre Amelot when I saw weeping from one of our colleagues who came outside to vomit. He told us what he had seen.

Q. Acts of torture happened on the second floor?

Further on the investigator described how this was kept from relatives:

A. Bodies have not been presented to families because there were beheaded people there, the murdered people, people who have been disemboweled . There are women who had their genitals stabbed.

Q. All this would have been videotaped for Daesh !

A. I believe so. Survivors have said so.

Elsewhere, the investigator says, women were sexually tortured, stabbed in the genitals, and their eyes were plucked out. People were decapitated.

The clerk of the inquiry (or “rapporteur”) pressed the chief of committee for clarity on whether victims were decapitated or mutilated. The committee chief replied that the authorities had given out conflicting information that said victims were merely shot or blown up. He then added this damning statement about one victim’s father discovering the gruesome truth in the morgue:

Mr. President Georges Fenech Indeed, the Committee is troubled by this information which has appeared nowhere [in the media]. Thus, the father of one of the victims sent me a copy of a letter he sent to the investigating judge, which I quote in summary: “On the causes of the death of my son A., at the forensic institute in Paris, I was told, and what a shock it was for me at that moment, they had cut off his testicles, had put them in his mouth, and he was disemboweled. When I saw him behind glass, lying on a table, a white shroud covering it up to the neck, a psychologist was with me. He said: This is “the only presentable part, your son’s left profile.” I found that he had no right eye. I made the remark; I was informed that they had punctured his eye and sliced down the right side of his face, where there was a very large hematoma that we could all see. ”

This particular witness could corroborate the statements that we heard from one of the BAC officials, that one of his investigators vomited immediately on leaving the Bataclan after finding a decapitation and evisceration. Are you aware of such facts?

Justice Ruth Bader Ginsburg needs to drop the political punditry and the name-calling.

Three times in the past week, Justice Ginsburg has publicly discussed her view of the presidential race, in the sharpest terms. In an interview with The Times published Sunday, Justice Ginsburg said, “I can’t imagine what the country would be — with Donald Trump as our president,” joking that if her husband were alive, he might have said, “It’s time for us to move to New Zealand.”

Earlier, in an interview with The Associated Press that appeared on Friday, when asked to consider a Trump victory, Justice Ginsburg replied, “I don’t want to think about that possibility, but if it should be, then everything is up for grabs.”

On Monday Justice Ginsburg doubled down, calling Mr. Trump “a faker,” who “has no consistency about him.” In that interview, with CNN, she added: “He says whatever comes into his head at the moment. He really has an ego.”

Mr. Trump responded on Tuesday. “I think it’s highly inappropriate that a United States Supreme Court judge gets involved in a political campaign, frankly,” he told The Times. “I couldn’t believe it when I saw it.”

There is no legal requirement that Supreme Court justices refrain from commenting on a presidential campaign. But Justice Ginsburg’s comments show why their tradition has been to keep silent.
Más...

NOTHING SUPREME Court Justice Ruth Bader Ginsburg has said in recent interviews about the presidential election should surprise anyone familiar with her biography and her career on the court. A lifelong left-of-center lawyer and feminist innovator who was appointed to the high court by President Bill Clinton in 1993, the 83-year-old Justice Ginsburg fits the profile of a Hillary Clinton supporter to a T. Obviously, she would rather have a Democrat appointing her next new colleague, and possibly her replacement.

Nor were any of Justice Ginsburg’s disparaging comments about the presumptive Republican nominee, Donald Trump, untrue, at least not as we read the evidence. When Justice Ginsburg, elaborating on her previous anti-Trump remarks to the New York Times, told CNN this week that Mr. Trump “has no consistency about him. He says whatever comes into his head at the moment. He really has an ego,” she certainly got no argument from us on the merits. (A brief dissent from the justice on one point, though: She rightly protested that Mr. Trump has not released his tax returns but incorrectly chided “the press” for being “very gentle with him on that.”)

However valid her comments may have been, though, and however in keeping with her known political bent, they were still much, much better left unsaid by a member of the Supreme Court. There’s a good reason the Code of Conduct for United States Judges flatly states that a “judge should not . . . publicly endorse or oppose a candidate for public office.” Politicization, real or perceived, undermines public faith in the impartiality of the courts. No doubt this restriction requires judges, and justices, to muzzle themselves and, to a certain extent, to pretend they either do or do not think various things that they obviously do or do not believe. As the saying goes, however, “hypocrisy is the compliment vice pays to virtue.”

FOREIGN POLICY.- In the past month, Turkey has worked to turn two old rivals into new friends. On June 27, Turkish officials announced a deal normalizing relations with Israel after a six-year rift in the wake of the deadly Mavi Marmara incident. That day, Turkish President Recep Tayyip Erdogan also expressed regret to Russia over the downing of a Russian warplane in November 2015, which paved the way for the two countries to patch up their relationship.

The fate of Syria looms large over Turkey’s foreign-policy “reset.” Could Ankara alsoextend an olive branch to its greatest enemy: Syrian President Bashar al-Assad’s regime?Could Ankara also extend an olive branch to its greatest enemy: Syrian President Bashar al-Assad’s regime?

Turkey cut all diplomatic ties with Syria in September 2011, after Assad refused to institute reforms to defuse the growing protest movement against his rule. Since then, Turkey has been supporting the Syrian opposition, which aims to topple the Assad regime, and hosting more than 2.5 million Syrian refugees on its soil. A small, left-wing nationalist political party now claims that the rising refugee crisis, Russia’s heavy-handed military campaign in Syria, and a powerful Syrian Kurdish militia’s land grab in the northern part of the country leave Turkey no choice but to engage with the Assad regime. In fact, the leaders of that party already claim to be passing messages between Turkish and Syrian government officials.

The Homeland Party (Vatan Partisi), a nationalist movement with an anti-Western and anti-American platform, is chaired by Dogu Perincek, a well-known socialist politician in Turkey; its vice chair is Lt. Gen. Ismail Hakki Pekin, the former head of the Turkish Armed Forces’ Military Intelligence. Perincek and Pekin told Foreign Policy that they had meetings with members of the governments of Russia, China, Iran, and Syria during the last year and conveyed messages they received during these visits to high-ranking Turkish military and Foreign Ministry officials.

Perincek and Pekin — a socialist leader and an army general, respectively — may seem like something of an odd couple. Their political collaboration started in prison, as both men were detained in 2011 in relation to the Ergenekon case, which alleged that a network belonging to the “deep state” was plotting a military coup against the elected government. Both men share a staunch Kemalist political outlook based on a very strict adherence to secularism and Turkish nationalism, as well as an “anti-imperialist” outlook that makes them wary of American and Western influence over Turkish politics. In 2016, the Supreme Court of Appeals overturned convictions in the Ergenekon trials, ruling that the “Ergenekon terror organization” did not exist at all and that evidence had been collected illegally.

Perincek and Pekin first met Assad in Damascus in February 2015. During this meeting, Perincek said, both parties agreed on “the need of Turkey and Syria to fight separatist and fanatical terror groups together.”

QUILLETTE.- That Nadia Murad’s #StandforYazidiWomen campaign hasn’t captured the attention of Western feminists is an appalling oversight. Some of the most popular feminist topics on Twitter last year included equality for public nudity, sexism in the tech industry, and racial diversity for Oscar nominations. Yet the topic of global sexual slavery brings a scarcely believable absence of attention.

The Yazidis, viewed as devil worshippers by their captors, were overrun by ISIS in north-western Iraq in August 2014 in the beginning of what is now being recognised as a genocide. Most of the men and older women were instantly slaughtered. Thousands of younger women and girls were taken to the Islamic State’s ‘caliphate’, where they were traded among Jihadists as sex slaves.

Nadia is a survivor of this mass sexual enslavement, and now a human rights advocate. Regarding her fight, Nadia said “I am continuing to do this, with resiliency, because millions of women and girls have no rights. Their lives were destroyed, and their lives will remain destroyed if we don’t say anything. To bring back their rights, we must speak up.”

In such areas of the world, it isn’t just ISIS responsible for the worst of crimes. The soldiers of Bashar al-Assad have engaged in a deliberate campaign of systematic rape and torture as a tool of widespread demoralisation. But within Western feminists circles, such crimes gain significantly less attention than online harassment, representation in the media, and the ‘gender pay gap’.

By any objective standards, then, and in spite of its undeniable artistic, literary, and scientific accomplishments, and of modern wishful “let-us-all-get-along” thinking that tries to gloss over evidence to the contrary, Islamic Spain was not a model of multicultural harmony. Andalusia was beset by religious, political, and racial conflicts controlled in the best of times only by the application of tyrannical force. Its achievements are inseparable from its turmoil.

How then can one explain the persistence of the belief that Andalusia was a land of peaceful coexistence? The historian Richard Fletcher has attempted one possible explanation: “[In] the cultural conditions that prevail in the West today the past has to be marketed, and to be successfully marketed it has to be attractively packaged. Medieval Spain in a state of nature lacks wide appeal. Self-indulgent fantasies of glamour...do wonders for sharpening up its image. But Moorish Spain was not a tolerant and enlightened society even in its most cultivated epoch.”34

Another explanation could be what one might call Spanish self-hatred, the obverse of what once was Spanish self-aggrandizement. Such a view allies itself effortlessly with many non-Spaniards’ hatred of CatholicSpain, in an attitude that sooner or later brings up Las Casas’ condemnation of the Spanish conquest of the Americas—while ignoring the question of why there was not an English, Dutch, or French Las Casas to criticize the English, the French, and the Dutch. As if these nations carried out conquests that left undisturbed the native populations of their colonial lands.

A more convincing explanation may be that extolling al-Andalus offers the double advantage of surreptitiously favoring multiculturalism and deprecating Christianity, which is one of the foundations of Western civilization. This mechanism is not unlike that in the mind of those who dislike Western culture intensely, but who with the fall of Communism find themselves without any clear alternative and so grab Islam as a castaway grabs anything that floats. So anyone who dislikes Western culture or Christianity—for any reason, be it religious, political, or cultural—goes on happily pointing out, regardless of the facts, how bad Catholic Spain was when compared to the Muslim paradise.

THE NEW YORK TIMES.- A new study confirms that black men and women are treated differently in the hands of law enforcement. They are more likely to be touched, handcuffed, pushed to the ground or pepper-sprayed by a police officer, even after accounting for how, where and when they encounter the police.

But when it comes to the most lethal form of force — police shootings — the study finds no racial bias.

“It is the most surprising result of my career,” said Roland G. Fryer Jr., the author of the study and a professor of economics at Harvard. The study examined more than 1,000 shootings in 10 major police departments, in Texas, Florida and California.

The result contradicts the mental image of police shootings that many Americans hold in the wake of the killings (some captured on video) of Michael Brown in Ferguson, Mo.; Laquan McDonald in Chicago; Tamir Rice in Cleveland; Walter Scott in South Carolina; Samuel DuBose in Cincinnati; Alton Sterling in Baton Rouge, La.; and Philando Castile in Minnesota.

Yo no soy políticamente conservador.

heresa May will become Britain’s new prime minister on Wednesday. And that should concern us all. Not just those who backed Brexit, and fear that the coronation of May, a Remainer, will mean further delays on triggering Article 50, ending in Brexit lite. It should also worry anyone who values living in a free society. During her time as home secretary, May’s contempt for civil liberties, her mad enthusiasm for using state power to achieve her political ends, was disturbing. And now, thanks to Andrea Leadsom quitting the leadership race today, and May becoming PM-in-waiting, we can no longer afford to give May’s authoritarian streak a free pass.

May is the figurehead for what is the most powerful authoritarian faction in today’s political firmament. She keeps alive the bland, technocratic, Third Way politics that began under New Labour, but she combines it with a vaguely socially conservative outlook. In this way, her authoritarian tendencies are constantly dressed up as mere managerial competence. She’s not undermining liberties, really; she’s just ‘getting on with it’ – she’s ‘getting the job done’. To May, the freedoms of the individual fall under the same category as, say, paper shortages, or lazy secretaries: obstacles to efficient management; administrative hurdles to be overcome. Consider the action she’s taken on drugs. In 2014, against all advice, she banned Khat – a mild stimulant, popular with Somalis and comparable in harm to coffee. But that wasn’t enough. She then introduced the Psychoactive Substances Bill, which came into force in April 2016. The bill effectively prohibits the possession and use of any psychoactive substance – except those on a pre-approved government list. The intention was to crack down on so-called ‘legal highs’ – but the real effect the bill will have is to turn on its head the age-old principle that actions should be legal until made illegal – under May, it seems, actions are illegal until they’re made legal. An important principle of civil society is, to May’s mind, a managerial nuisance: this principle stopped her from ‘getting the job done’, and therefore it had to go.

Then there is her record on immigration. In one recent TV interview, she refused to rule out the deportation of EU nationals following Brexit; and, at her leadership campaign launch, she suggested that EU nationals could be a useful ‘negotiating point’ when talking to Brussels about our post-Brexit deal. Once again, the liberties of millions of people in Britain are, for May, little more than a deal-brokering tool, a card to be played in Brexit negotiations, all, of course, in the name of effective government.

This instrumentalising, technocratic, illiberal attitude is not just a post-referendum development. In April 2016, May oversaw the introduction of new rules according to which non-EU nationals who earn less than £35,000 – well above the average salary – can be deported. She also wrongly deported nearly 50,000 non-EU students, on the false grounds that they had failed English tests. And who can forget the vans, pioneered by May, which cruised around London telling illegal immigrants to ‘go home or face arrest’?
